  1. Heat a pan and add oil then minced beef to sauté.
  2. Cook until the beef is completely cooked.
  3. Add grated onion, salt, pepper, and meat spices to the cooked beef and mix well.
  4. In a separate cooking pot, combine broth, milk, and bay leaves.
  5. Leave it to boil and this mixture will be used to soften the rokak.
  6. Brush a pan with ghee.
  7. Dip each rokak into the broth and milk mixture to soften it.
  8. Place a roakak layer in the tray then spread a layer of the cooked meat mixture on top.
  9. Add another layer of softened roakak papers on top of the meat, ensuring it covers the meat mixture completely.
  10. Brush the top of the roakak with scrambled eggs to give it a golden and brown appearance after baking.
  11. Bake the assembled rokak in the oven until it's cooked and the top is golden and brown.
