Heat butter in a pot over medium heat and sauté the garlic until fragrant.
Add the diced onions and cook until translucent.
Stir in the diced red bell pepper and tomato paste.
Season the mixture with sugar and all the spices, adjusting to taste.
Add water and let the sauce simmer on low heat until it thickens.
Divide the seafood into oven-safe bags, pour the sauce over each bag, and seal.
Preheat the oven to 200°C. Place the bags in a baking tray and bake for 20 minutes.
Remove the bags from the oven, open carefully, and serve hot.
