Soak rice or glass noodles in warm water for 5 to 10 minutes until softened.
Prepare the dressing by combining peanut butter, honey, soy sauce, sriracha, sesame oil, mayonnaise, rice vinegar, minced garlic, water, and salt in a bowl. Mix well.
In a large bowl, toss together poached shrimp, drained noodles, green onion, cabbage, carrots, cilantro, and bell pepper.
