Oxtail and Orzo Casserole with Cream

Instructions
Season the oxtail with salt and black pepper.
Heat ghee with oil in a pot and sear the oxtail until it develops a rich color.
Add black peppercorns, cinnamon stick, cardamom pods, and cloves.
Add chopped onion, chopped tomato, and chopped carrot.
Stir well and add water.
Once it comes to a boil, adjust the salt and let it cook until tender.
Remove the oxtail and reserve the broth.
In a separate pot, sauté chopped onion with grated tomato and garlic cloves.
Add some of the reserved broth and return the oxtail to the mixture.
Add additional broth and a pinch of black pepper and nutmeg.
In another pan, sauté chopped onion with green pepper.
Add the orzo and toast until lightly golden.
Add broth and cook until absorbed.
In a casserole dish, spread the orzo, top with the oxtail and some broth.
Finish with cream on top.
Place in the oven just until the top takes color, as everything is already cooked.
Let it rest briefly before serving.
