Heat a tablespoon of ghee in a pan.
Add black pepper, cardamom, onion powder, bay leaves, and the 7 spices to the pan.
Add beef cubes to the pan and brown them on all sides.
Pour boiling water over the beef cubes.
Cover the pan and let it simmer for about 30 minutes.
Pan-fry orzo until golden.
Transfer the cooked beef to a casserole dish or Pyrex then add orzo pasta, broth and tomato sauce.
Cover the dish with foil and place it in the oven.
Bake for approximately 20 minutes, until the beef and orzo pasta are cooked through.
