Begin by preparing the dough. In a small bowl, mix warm water with sugar and yeast. Stir well and let it sit for 10 minutes to activate the yeast.

In a large mixing bowl, combine the flour and salt. Gradually add the yeast mixture to the flour and mix until a dough forms.

Knead the dough on a flat surface for 8-10 minutes until it becomes smooth and elastic.

Shape the dough into a ball and coat it with olive oil. Place it in a bowl, cover with a cloth, and allow it to rise in a warm place for about 2 hours.

While the dough is rising, prepare the filling. Chop the onion, tomato, green chili, and parsley.

In a mixing bowl, combine the minced beef with the chopped vegetables. Add salt, black pepper, and seven spices. Mix well until all ingredients are evenly distributed.

Once the dough has doubled in size, divide it into 4 equal portions.

Roll each portion of dough into a ball, then flatten it into a circle about the size of a plate.

Place a portion of the meat mixture on one dough circle, leaving a small border around the edges.

Place another dough circle on top of the meat and press the edges together using a fork to seal.

Heat a skillet or griddle over medium heat and cook the hawawshi for 5-7 minutes on each side, or until golden brown and crispy.

Remove the hawawshi from the heat and let it rest for a few minutes before serving.
