Layer the bottom of a dish with biscuits, lightly soaking them with cocoa milk.
Add another layer of biscuits, repeating the cocoa milk soaking process.
Continue layering biscuits (about four or five layers total).
Prepare the mousse mix by combining condensed milk, whipped cream or dessert cream, whipped cream powder, cocoa powder, and optional instant coffee.
Mix thoroughly until smooth, using a hand mixer or stand mixer if available.
Pour the mousse mix evenly over the layered biscuits, covering them completely.
Dust with cocoa powder on top. Optionally, add nuts or chocolate shavings.
Refrigerate for at least two hours until set and chilled.
