In a pan, cook ground beef with minced onions, when fully cooked, add diced bell pepper. Season with salt, pepper, beef spices, and Italian seasoning. Stir and let cook for a while.

Brush- or spray- an oven pan with the oil, take 2-3 sheets of phyllo dough and lay them flat on your dish, then brush with oil. Continue layering the phyllo sheets 2-3 sheets at a time and brushing them until you are done with half the package.

Add the minced beef mixture and spread evenly. Spread a thin layer of bechamel sauce and a layer of any preferred shredded cheese.

Continue layering and brushing the remaining phyllo sheets until you are done with the package. Cut into squares.

Bake in a preheated oven at 180 degrees until it starts to change color, pour over the milk, and put it back in the oven after turning on the broiler until it reaches a golden color.
