Cut the cucumber and tomatoes into medium-sized cubes.
Cut the onion into small pieces.
Mince the hot red chili pepper and garlic very finely.
Chop the parsley and cilantro.
Use slightly larger pieces for the vegetables so they don't break down in the water.
In an airtight container or a large bowl, add the cubed cucumber, tomatoes, and onion.
Add the minced chili pepper (if using) and garlic, along with the chopped parsley and cilantro.
Add the lemon juice, vinegar, and all the spices (cumin, coriander, paprika, and salt).
Pour in the water with ice cubes.
Stir everything together well.
Cover the container and refrigerate for at least two hours. The longer the salad sits, the more flavorful the water will become as it absorbs the flavors of the vegetables.
Serve chilled.
