Combine salt, fresh rosemary leaves, garlic, and lemon zest in a blender.

Pulse until the mixture becomes fine and uniform.

Rub the steaks generously with the rosemary salt mixture on all sides.

Drizzle a small amount of olive oil and sprinkle with freshly ground black pepper.

Heat a heavy skillet or grill pan until very hot.

Place the steaks on the pan and sear for 2-3 minutes per side for medium-rare (adjust cooking time to preference).
