Heat oil in a large pot over medium-high heat.
Add the cubed beef to the hot oil, spreading it evenly at the bottom of the pot.
Season the beef with salt, black pepper, and meat spices.
Allow a crust to form on the bottom of the beef, then flip it and brown it on all sides.
Add the chopped onion and hot chili pepper (if using) to the pot.
Stir in the tomato paste and cook for one minute, scraping any bits stuck to the bottom of the pot.
Pour in the tomato (puree) juice and enough hot water to completely cover the beef.
Add the bay leaves, sugar, and the bouillon cube (if using).
Reduce the heat to low, cover the pot, and let the beef simmer until tender. Add more hot water as needed during cooking.
Once the beef is cooked, add the pasta to the pot and enough hot water to completely cover the pasta and beef.
Cook the pasta, stirring occasionally and adding more hot water as needed, until it reaches your desired tenderness.
Taste the Mbakbaka and adjust the salt as needed. Serve hot, as it tastes best fresh.
