In a saucepan over low heat, combine the milk, cocoa powder, and sugar. Stir until the cocoa and sugar are fully dissolved. Add the chopped chocolate and continue stirring until melted. If desired, add a small amount of milk mixed with flour to thicken the mixture.

In a heatproof bowl over a pot of simmering water, whisk the egg whites, sugar, and baking powder until the sugar dissolves. Remove from heat and beat with a hand mixer on high speed until stiff peaks form. Add vanilla and mix until combined.

Pour the hot chocolate into mugs. Top with a generous spoonful of marshmallow fluff, a scoop of ice cream if desired, and drizzle with chocolate sauce.
