Combine ground beef, grated onion without water, breadcrumbs, flour, baking powder, salt, meat spices, and black pepper. Mix well and shape into balls.
Heat ghee in a pan over medium heat. Fry the kofta balls until browned. Flip and fry briefly on the other side.
Remove kofta from the pan. Reduce heat, add minced garlic, and sauté until fragrant.
Stir in tomato paste for a minute. Add filtered tomatoes, water, salt, black pepper, beef bouillon, and sugar.
Return kofta to the sauce, cover, and simmer on low heat for about 10 minutes or until cooked through.
